The FAA may have a requirement to have a certain amount of operating funds before it issues the Air Carrier Certificate; but, we're waiting for proving flights and that takes a successful completion of the mini. Somebody on the board posted that thing about operating funds.
I know the following example is a lot less funds required for a license; but, it is a requirement.
In Florida to be a state contractor before they issue the license they have to have a letter from the bank saying that there is at least $10,000 in the bank account. It's different but sort of the same where actual license is issued.
Maybe that is why they did the $20,000 minimum for the 506(c) for raising 10 million and I think somebody already suggested this as a possibility.
