The leaders of CaliDemoMexico have bought the "world's 8th largest economy" bologna and have taken it to heart on a world level.
Micro beads I understand as I am involved in out local water board meetings. They show up in tertiary (third level) water filtration and may clog filters.
However, the rest is driven by a fanatic governor and his allies who, while promoting this as good for lower income people who are largely affected by a bad environment, will cause us all to pay more for gasoline and electricity. 50% of the electricity must be generated by higher priced renewable sources by 2030. And, all rate payers have to foot the bill for electric car charging stations throughout the state.
The whole thing is nebulous and the un-elected, triple-fanatic California Air Resources Board (CARB) is in charge of making the magic happen. That's the same board that once considered a proposal to ban black cars because they caused engines to work harder to air condition the car---more pollution.
Jerry Brown actually tried to include in the legislation a 50% reduction in California gasoline use by 2030, and provided no path as how to do that. There was a loud howl from the public and industry that forced removal of the onerous proposal that was to be left in the hands of CARB to implement.
CaliDemoMexico leaders are full of themselves.
