Please explain why most of the supposed "receipt" is whited out?

What are they hiding - the fact it was blank? Not a receipt at all? Simply part of the proposal Beria asked for when he got the free samples?

If NGCG didn't have anything to hide, they wouldn't have whited out 50% of the "receipt."

What a joke.
