It's ALWAYS been below a dollar. There was a 1 for 1300 REVERSE SPLIT on July 22, 2015. Since then, they've INCREASED the A/S to MORE than 5 BILLION shares and, in just a week after the RS, INCREASED the O/S to a BILLION AND A HALF!

IT'S JUST A MASSIVE SHARE DUMP SCHEME!
