IMO Freddy might not know much about mining, but here is my take on what is happening/going to happen, all IMHO of course.

Freddy might have realized he doesn't know anything about mining and realized that he has purchased something with the mining claims that could be deemed valuable by other companies. So now with the NOI, he can prove a great business case for a company to merger, or most likely, acquire CJTF for its assets.

He's building a case for a sale of the company IMO.
