1.) The exhibit/data above is from 2008. This is surely not the current BLTA Proving Flights Budget. Numbers will be higher.

2.) Baltia Expenses will be much lower than projected above, thus Profit will be greater.
-- A.) Largest Expense by 10-Fold is Fuel Costs.
-- B.) Jet Fuel Prices peaked at $3.89 per gallon in June 2008.
-- C.) Jet Fuel Prices currently $1.35 per gallon in September 2015.
-- D.) About a 65% Decrease in projected Fuel Costs. (Resulting in Corresponding Increase in Profits).

3.) The big point to grasp here, is not BLTA making Profits on Proving Flights. The point is the Costs of BLTA Proving Flight will be covered (possible profits) from Cargo Revenues.

4.) Above Exhibit uses 100 Hours of Proving Flights. FAA might reduce the requirement to 50 Hours.
