In all seriousness, Spec is one of the many posters here that provide amazing DD for everyone to be well informed. To those, you know who you are, I tip my hat.

Correct me if I am wrong, but I believe the authority to carry cargo applies to the airline (or applicant in this situation) with a DOT economic authority. I believe this will apply to their entire fleet, so any plane BLTA owns can carry cargo after becoming certified.
