Vanco Energy certainly has the capability of drilling in this depth as evidenced by this 2002 report:

"Another person to attend the conference is Gene Van Dyke, president and chief executive officer of Vanco Energy Company, the largest deep-water license holder off the coast of West Africa, specializing in drilling in water between 1,000 feet (304 meters) to 10,000 feet (3048 meters). Vanco is now in various stages of start-up operations in deep water operations off the coasts of eight countries: Morocco; Senegal; Cote d'Ivoire; Ghana; Equatorial Guinea; Gabon; Namibia and Madagascar."
