I would venture to Say it is going on "Perceived FMV" based on what is Known thus far, Fundamentally , with the returning to the pps levels b4 the toxic Notes, although the o/S is Higher

That extra O/S is Locked Up for a Year, and would Not be sold anyway, as it Functions as a Control Position of the Security

I think near ~73.8% of the Commons are Owned by the Insiders

~26.2 % Occupies the Float of which Much is "Out Of Circulation"
