I agree. The email from Ben to caseypo confirms this I believe.

In response to caseypo question if MS by the ton has yet to be achieved, Ben's reply was, "Yes, I believe that's the case, BUT IT'S BY CHOICE, ..." (Emphasis mine)

That sure makes them sound confident that Vietnam will be a go if they have the ability to produce more but choose not to.
