Right on this page in the second 8k they filed. They have set aside 750,000,000 shares to pay off a 250,000 dollar settlement they made. The debt holder gets shares at 50% the current bid price.

The also raised thief authorized from 2,400,000,000 to 5,000,000,000 to handle all the dumping
