Yes, though it would be moot anyway if the ultimate plan is for an IMF bailout of the Fed during the next big financial crisis. The Fed then becomes just a branch office of the IMF. But this is technically the case already, since the Fed and IMF were both created by the same banking oligarchy, with the IMF designed to become the unchallenged central bank of the world.
