The 747 can carry fully palatalized cargo that does not need to be broken down. If they increase cargo capacity and weight so they can carry more in the absence of passengers it makes sense to make sure the nose gear can handle that load. Im just not sure if it is a priority or them keeping options open, i do not know for sure and am just speculating.

However I do know that to match the cargo capacity you would need far more than a C130, weight can be matched and space by a C5, having flown around the world on a C5 and countless flights as a passenger on a C130 before jumping out :)
