Scandinavian countries are sparsely populated so therefore they can focus on sustainable energy. Furthermore, except Norway, the other Nordic countries have no fossil fuels. Nordic countries except Denmark have relatively large land areas.

But in general you are absolutely right it's the attitude that matters in the dutch North Sea a large wind farm will be built. Because of international agreements in Brussels.
