AZFL Insiders made money dumping when it was higher, during the pump & dumps in 2014, and continued dumps in early 2015. They had a lot of help getting their fake info out to trick investors.

Now with it languishing at .0001 and no bid, perhaps they raised the A/S to 25 Billion, figuring it might be easier to gradually dump lots of shares at .0001, than try to get the price up, since most everyone knows it's a scam now, so it will be hard to find buyers at higher prices.

Seems there are some gamblers willing to buy .0001, so AZFL just needs to keep dumping to them. If it never goes above .0001, AZFL still eventually makes an additional $2.2 Million.
