"If a pass is recommended"? Are you trying to tell us now the local FSDO may not have recommended a pass?

On paper, Baltia has been trying to get this airline going for 26 years.(yes a great display of determination & incompetence).

Baltia has a 36 year old worn out 747, that Kalitta more than likely had originally purchased for parts.

Baltia has received 7 consecutive unfavorable decisions(aka failures). At least 6 of them have been attributed to Baltia's excellence of maintenance.

A more favorable decision is not forthcoming from D.C.
