BioNitrogen Holdings Corp. (BIONQ)

Just heard the local paper (which I don't buy, so I cannot say it is true, and not sure it is really true just because that paper printed it) said Bionitrogen agreed to find another location because of all the delays. I do not know if this "other location" is to be in Taylor County or not. None of this makes sense. They bought the land, and recently put it as collateral on a loan extension of one year. Can the city sell that property before the new due date without Bionitrogen backing out of the loan?
