No Insider Buying needs to be considered in context. If insiders have stock and/or options as compensation, there is no reason for them to buy. Also, lack of insider buying has not prevented institutional holdings from increasing up to around 30%, something the inst would not do, imo, if they thought "no insider buying" = "no value."
