if you read HC's website, Bill C-17 gives federal judges the obligation to file an injunction for a cease and desist order against anyone suspected of violating the regulations of Bill C-17 when Health Canada applies for one.
The law says the government can apply for an injunction against violators of Bill C-17, and once a cease and desist order has been established, violators or the order would be held in contempt of court while on trial.
