Nope folks aren't luggage but folks with impaired brains can be a danger to themselves and search rescue does get called out to find them. This worked into a bracelet or such could be helpful. Similarly babies in the birthing units aren't "luggage" however they do put a bracelet on them which triggers a hospital ward lock down if someone tries to carry them away. Just protection for the human that may not be able to provide it to themselves.
