Every stock has a period of time that is known as "accumulation" or "consolidation". It can be argued that management is pulling the strings to make that happen and could not happen if they were to release PR's and tout the company's efforts. Once they are ready and shares have transferred from weak hands to strong hands, then and only then, does all the positive stuff start coming out and stock price shoots up. It happens everyday in the markets, we are patiently waiting for it to happen here.
