If there is some 'hold up' and he cannot do some work becuase of it, then is it his fault?

For example a few years ago at work, I had to develop a software project using a Visual Interdev compiler. We ordered the compiler but it was 3 weeks late in its delievery! So for those 3 weeks I did come to work but do some other things like check email, documentation, but it wasnt full time work that was productive to the output of the project. But that was not my fault.

So know the entire scenario before you throw stones!
