Why President Obama does not reschedule?

I have been wondering about this issue. He is the one who has a power to reschedule MJ and he still has more than one year to go. I read about his stance towards MJ rescheduling and cannot understand fully. According to what I read, he does not reschedule MJ because he is afraid of political risks.

Personally, I don't get it. If I were in his shoes, I will desperately leave at least one unforgettable achievement before leaving office. Above all, MJ has a big potential at least as medicine. I really don't understand this overall situation..

Just curious.
