R/S must happen in Oct. sometimes IF and only IF:

1. The SCOTUS DISTRIBUTED for Conference get moved to a few months later. It's very normal for the assigned date get moved (the catalyst that hope will help to recover the PPS above $1.) Or...

2. The the GVR petition get denied by Oct 5th or Oct 6th.

ZTE sanctions not gonna happen before any hearing. Kaplan already mentioned there will be a hearing before he rules on the sanctions.
