Blackburn still pulls the puppet Tesarski's strings so he is still in control. This is just an attempt on his part to stay out of prison by trying to make Treaty/TECO/Trymerica look like a legit company. Way too much baggage for that. Blackburn would never give up control and everyone including the SEC and DOJ knows that.
