It's plainly stated in my post that the increase affects the fully diluted number. Not sure how you missed that plain, explicit statement.
The "strange number" is obviously similar to the marketing dodge of saying an item costs $9.99 instead of $10.00. Again, not sure why that is such a mystery or an arch, criminal issue worthy of an expose. Perhaps the Breitbart report could get on it for you and come up with a reasonable and sound explanation.
Finally there is no posted schedule on when you "need" to increase the conversion rights. It may have been convenient to do it now, maybe someone is nosing around looking to buy the company, who knows. It would need to be done at some point so they did it now. Not an issue.
