Low volume. Management hasn't turned on the pump machine yet. This has a tiny float and low volume so it's easy for it to run in either direction. Once management start pumping (like the know how to do) this will explode with the low float and fire power management has. Management knows the units will start to convert in six months and they will start pushing the stock much higher before that IMO.
