These were the first leases ever issued by the Dominican Republic EVER that required professional archeologist's to be on board, The quality of the leases increase three-fold compared to the free for all that took place for several decades prior. You are guessing with very few facts to back up your statements. Have you even viewed DBM's archeology reports. Probably not as they are all done in Spanish.As the host country speaks that language. And are very professionally done.
