not always, they can change the a/s any time they want if it doesn't involve a r/s, they just have to file the amendment. so what matters really is the o/s and who owns em as to whether they can do that or have to submit for approval. but yes on the otherhand finra sometimes doesn't approve a change request its true. but one thing that is evident, at least for the quarterly reporting period through march, no dilution in that time period.
