RE:

the mining ID will change if the owner releases his claim.

Here are examples of mines within a few miles of the Doc Watson mine:

Bluebird Mine. Formerly the Gladiator 2 Mine.
Same Mine/Mineral/MAS/MILS ID number.

Lost Basin Mine. Formerly the Little Nugget Mine.
Same Mine/Mineral/MAS/MILS ID number.
http://mrdata.usgs.gov/mrds/show-mrds.php?dep_id=10259155

King Tut Mine. Formerly the Apache Oro Mine.
Same Mine/Mineral/MAS/MILS ID number.
http://mrdata.usgs.gov/mrds/show-mrds.php?dep_id=10210566

Manhatan Mine. Formerly the Scott Mine and before that the Pine Tree Jim Mine.
Same Mine/Mineral/MAS/MILS ID number.
http://mrdata.usgs.gov/mrds/show-mrds.php?dep_id=10186801

Eureka Mine. Formerly the Lutley Group Mine.
Same Mine/Mineral/MAS/MILS ID number.
http://mrdata.usgs.gov/mrds/show-mrds.php?dep_id=10137600

Note that the names change and often do, but the ID remains the same. A Mine ID is like a VIN on a vehicle. It stays with the vehicle and doesn't change when you buy, sell or abandon it. I can keep giving examples and look for a Mine ID to change, but we won't find it because it doesn't happen.
