Here is the info I found that shows HTQ was trying to get their own permit. If there was no treasure, why the effort?

WATERWAY AND LOCATION: The project would affect waters of the United States associated with the Atlantic Ocean. The northern-most limits are located in Cocoa Beach, east of Harding Avenue at Florida Department of Environmental Protection (FDEP) Monument R15 and the southern-most limits are located in Melbourne Beach, east of Cove Road at FDEP Monument R159.

PROJECT PURPOSE:
Basic: Treasure exploration, salvage and artifact recovery.
Overall: To perform treasure exploration, salvage, and artifact recovery in the Atlantic Ocean off the coast of Brevard County, Florida.

EXISTING CONDITIONS: The Atlantic Ocean within the E-155 contract area off of the coast of Brevard County can be characterized as a sandy substrate with a light shell layer followed by a clay layer at 2 feet below the shell layer. Live/hard bottoms, algae meadows, and worm reefs are found within the vicinity of the project in the Atlantic Ocean. No work is proposed within the hard bottom habitats.

PROPOSED WORK: The applicant seeks a 10 year extension of the existing authorization to perform treasure salvage and artifact recovery within the E-155 artifact recovery area in the Atlantic Ocean. The applicant will employ hand fanning, air lift, water jetting, and prop wash excavation (mailbox) techniques. All work will occur during daylight hours. No work (exploration, salvage or recovery) may occur from Patrick Air Force Base (PAFB) / FDEP Monument R70 south through the Town of Indialantic / FDEP Monument R118.3 in the Atlantic Ocean from mean low water to a distance of 993 feet east of mean low water. In addition, no work will occur from mean low water to 500 feet east of mean low water in the remaining E-155 contract area.

The queen's jewels will eventually be discovered, but only when the ship, sands, and the sea that have been guarding them through the centuries, choose to relinquish them to a worthy soul:)
