You may be right on some points although I've seen it take up to a month to get shares. Ya, a month. By that time the PPS often drops back significantly and there's nothing you can do except average down on the new tickerD.

If the company is legit and they have competent peeps in charge they should try to generate real revenues and cash flow wo an RS. If they have to do RS their preferred shares may remain untouched and hence gain equity. If HEMP has any material news they should put it out there soon to help the PPS and preRS shareholders.
