Considering the fact that 9/10 times the share price settles within mere basis points of the prior PPS, it's pure devaluation. This is the only way it can be looked at, considering also the company is public, which means no more in the OTC than what someone is willing to pay for the lottery ticket called a share of said turd, and get out unscathed, prior to the standard share selling, to reduce shareholders (and shareholder influence on internal futures of said turd) yet continue liquid flow in which is used to fund lifestyles of those in which run through the legalities of legal money funneling.
