Refiners are the one making the bulk of the extra money. The taxes are usually a fixed dollar amount. The gas stations only make about 6-8 cents per gallon. So in this case it's in the middle men.

In Ohio our gas prices are down to $2.14. Which is probably 50-70 cents lower than a month earlier.
