There are MANY other entities that will and are taking that load.
Business / trade around the planet does not halt due to such devices being politically held hostage.

Remember, SoOum does not necessarily or simply import/export from the US, the key word is arbitage. Buying and selling between countries around the world. Therefore many financial institutions must be involved.
