I agree. I remember reading somewhere a while back that it would take about 6 months to move into a new facility. That and it will likely take a few generations of silkworms (each takes about 2 months) to multiply to the point where they can produce enough silk for use.

If Kim has been freezing the extra eggs from his current brood, it would likely not take too long (maybe 6 months?), but if not, it could take a year before he has enough silkworms to start selling bulk silk to major companies and two to four years to reach full capacity depending on how much they will focus on multiplying the silkworms vice harvesting the silk.

These numbers are based on a Google search I did a while back and the timeline could be significantly shorter if Kim has a large amount of frozen eggs ready to go when Vietnam gives the green light (hopefully he does). Honestly, I am hoping for late 2016 for small scale sales and about a year after before larger scale applications and first profits are made assuming Kim gets the green light sometime this year.
