I bought some at 3.13 earlier this morning. Was filled with multiple 100 share lots.

[sarcasm] I am sure that there are MANY individual investors who buy 100 shares of a $3 stock and then trade it back and forth. The commission cost of, say, 4.95 wouldn't affect their profit at all.[/sarcasm]
