Here is a public works idea:
Why not run trenches for natural gas & each dwelling/building a generator to produce electricity & bury all the existing electrical grid wires & communication lines. A manhole every 50-100 ft for maintenance.
Nat gas generator mfg'rs build factories all kinds of employment for both construction & factory workers as well as tech support work forces. Construction equipment makers would do well also.
A public works project that would be right up there with building the nation's interstate system in the 50's, 60's & 70's. Seems like those projects were good for the economny
