SLC, The reason I asked was that the document was clearly marked as a draft for comments only. Having played a role in drafting various federal documents, they become binding only when final.

Of course, if the FDA staff tell a company to use a draft as guidance, they probably should do so and not stand on ceremony.

All I say is IMHO and not to be construed as investment advice. I know nothing, as informed frequently by my wife.
