Please advise how I can find out who Joseph Zampetty and Core is. How did they get 28 MM shares

You can find all the answers in SCRC's historical SEC filings dating back to Q2 2013.

6M of the shares were free shares that was compensation JOSEPH ZAMPETTI, ADAM BROSIUS (SCRC's new President, for heaven's sake), SEAN FITZGIBBONS, and many others who have subsequently self-disclosed themselves to be members of JOEY Z's CORE group, had received for promoting the stock in violation of Section 17(b) of the Securities Act of 1933.

22M of the shares are the toxic .05 PIPE stock that they received during Q1 and Q2 of 2014, which they have been dumping ever since the first tranches unlocked in JUL-2014.
