Besides what Leo has said and/or alluded to in the past,the reason I stick to my theory is this:In most cases of companies that I have watched uplist,
the ones who are "lean" on news of substance after the uplist seem to experience the SP drop.Whether it is shorts or large players low balling the bid for cheaper shares (and we all know that institutions hate paying "retail") and probably a combination of both.The "attack(s) take place almost immediately after the uplist.It seems that doing a RS even attracts the attacks even more which is one reason why Leo won't do a RS.
Sort of like storming a beach head.Shelling in advance (PR(s),land the troops(uplist),follow up support (more shelling and landing the armored vehicles and air support) (more PR's).
That will keep the shorts and big players "honest" while the SP gets a good foot hold.
