I'm still confused, why didnt this move up with the deal announcement?

You're underestimating the scope of the big picture.

What you have are still shares in a closed bank. Closed banks, in any country, don't warm hearts on Wall St.

Deal or No Deal...Tsipras (a full blown Socialist) is still at the helm of the Greek ship. Compliance to capitalistic wishes is not on his bucket list. Expect more intransigent behavior ahead.

Things may have moved forward an inch at best but are far from resolved. :(
