under the fbi but the fbi would yield to the SEC who does not seem interested in doing anything. Homeland will only get involved if they fear terrorists are using the money. Cia would have no abilty to do anything except maybe cause the persons to dissiapear of the face of the earth. But that would imply they are a threat to the national security of teh US.
