As far as I can tell it's unknown other than it being shown on SEC's commentary...it's now irrelevant though...they had a new ruling to protect 19 companies from being naked shorted...yet no one was prosecuted, reprimanded, or fined...they were just notified to stop doing it...how silly...and you call that regulation...like tell a child with his/her and in the cookie jar,"you can have the one in your hand, but ask next time"...
