TransCanada frees up 10,000-15,000 bpd of Keystone pipeline capacity

That's 1,7% to 2,5% of the pipeline capacity
12,000 additional b per day at 4$ is 17 million usd/year

customers have until mid-September to submit bid for this extra space

What is interesting is
- that TC has deemed news worthy to release this information
- that TC hints this is due to technological improvement

Since I don't think they will at such short notice "treat" all their 4,200 km of pipes,
The only explanation I can have is they found a way to solve 1 or a few choke-points problems.......
