Yes Art, 10b-17 specifies 10 days for R/S as well (http://www.law.uc.edu/CCL/34ActRls/rule10b-17.html).

If you follow the Daily List(s) you will see that more often than not R/S's are not posted that far ahead. Practice seems to post the afternoon before the effective date.
