IMO, there's no maybe about it. The 1% rule says an insider can dump 2.4M shares per quarter currently. Increase the O/S count to say 400M during 2015, and they can start dumping 4M/Q next year. It's just a numbers game. Given the 191M shares issued in Feb, that's a lot of shares to dump in the future. What we don't get to know again is how many insiders got a piece of that giant share pie. I'm assuming Shameberg and his associates got a large piece for donating their Terminal scam to the Porter P&D cause. That would be after Shameberg got some shares last year to dump. Pumping away, sitting on the sideline with nothing to dump wouldn't be too much fun for him.
Looking at future OTC O/S claims is like looking in the rear view mirror, and the future at the same time. If they announce 100M more in the next filing, then ya get to find out they were eligible to dump an increase of 1M shares sometime during that quarter. Correlate to any P&Ds during that time period.
