But what's going to happen, in Canada, to stop LP's hemorrhaging $$$ and patients to locally regulated dispensaries?
These dispensaries are not under control of HC and do not have to follow MMPR rules.

LE has no interest in policing them.

Anyone can open a dispensary with a $30k business license. Rent a storefront, hire a couple budtenders, and get inventory (from MMAR growers or criminal gangs makes no diff) and you are in the MMJ business. No need for pesky security clearances, video recording, certified vault and record keeping.
