"Lock the float" means buying up all available free-trading shares and holding on with the thinking that any further buying will make the share price skyrocket for lack of supply since everyone is supposed to hold on to what they own as a group. It's one of the signs (and a huge red flag) there's an attempted pump and dump taking place. I think pump and dump is self-explanatory...
