I'd guess Tulco wanted that wreck for themselves? Maybe see SFRX get frustrated? Run out of money? Run out of time on the agreement and give up?

I seem to remember a relationship between Tulco and the ex-captain that was sued and it would not surprise me if there was collusion there to hide the wreck site in hopes of getting it completely for themselves. I'm just guessing with this stuff though.
